The Disaster Relief Loan Program (DRLP) provides short-term, low-interest financing of up to $1 million to help eligible business and property owners bridge the gap between insurance payouts and the actual costs of recovery.

Created in response to recent local emergencies and informed by lessons from COVID-19, the DRLP ensures that Salt Lake City can respond swiftly, consistently, and transparently to disasters in CRA project areas.

Who Can Apply

Applications for DRLP funding are only accepted for qualifying events. A qualifying event is identified by the CRA’s Executive Director and funding is approved by the Board.

The DRLP is available to:

  • Business owners and property owners located in CRA project areas, affected by qualifying disasters

  • Long-term ground lessees affected by qualifying disasters

  • Nonprofit or community-serving entities operating in qualified disaster zones

Applicants must demonstrate a qualifying loss, such as fire, flood, or severe storm damage, and show that insurance or other recovery funds do not fully cover repair and reopening costs.

Disaster relief funding is now available to support businesses affected by the August 2025 Main Street Fire. Eligible businesses can apply for low-interest recovery loans beginning November 2025, with applications accepted through August 2026 to help rebuild, restore operations, and strengthen long-term resilience.

What can DRLP loan funds be used for?

How much funding is available?

What are the loan terms and interest rates?

Loans are short-term with flexible repayment options. Interest rates are low and fixed for the duration of the loan. Specific terms will be determined during the application review and approval process to meet the needs of each borrower while ensuring responsible stewardship of public funds.

How do I apply?

You can apply online through the CRA’s Disaster Relief Loan Program portal. This portal is only open when the DRLP is accepting applications. Prior to applying:

  1. Confirm your business or property is within an eligible CRA project area.

  2. Gather documentation, including proof of damage, insurance claim details, and cost estimates.

  3. Complete the online application form and upload required materials.

How long does it take to receive funding?

Does this program replace insurance or FEMA assistance?

No. The DRLP is not a replacement for insurance, FEMA, or other disaster aid. It is designed to supplement existing coverage and fill remaining financial gaps so businesses can recover more quickly.

Is this a grant or a loan?

The DRLP provides loans, not grants. These are repayable funds with favorable terms designed to support rapid recovery while maintaining fiscal responsibility.

What safeguards are in place to protect public funds?

The CRA administers the program with strong financial safeguards, clear eligibility criteria, and compliance measures to ensure responsible use of funds. All applicants must demonstrate financial need, submit documentation, and meet repayment requirements.

What if my business is outside a CRA project area?

Currently, the DRLP is available only within existing CRA project areas. However, the CRA works closely with city and state partners who may offer alternative programs for businesses located outside those boundaries.

Does participation mean the City or CRA is admitting fault for the disaster?

No.
