North Temple Mural Project
The North Temple Mural Program invests in public art as a tool for connection, creativity, and community pride. By supporting murals on commercial and multi-family buildings throughout the corridor, the program helps transform everyday walls into shared cultural landmarks. Each mural contributes to a more vibrant streetscape while honoring the stories, people, and perspectives that shape North Temple. Businesses interested in hosting a wall should apply by March 15.

How the Program Works
Step 1: Call for Walls
Property and business owners within the North Temple Project Area submit exterior wall locations for consideration. CRA staff review applications and select sites based on eligibility, visibility, feasibility, and long-term maintenance considerations.
Step 2: Artist Selection and Design
Artists are selected from the 2026–2028 Pre-Qualified Artist Pool through a process coordinated by the Salt Lake City Arts Council Public Art Program and the CRA. Selected artists work with property owners and program staff to develop mural designs.
Step 3: Installation and Completion
After design approval and contracting, artists install the murals during the program timeline. Property owners and artists share responsibility for maintaining the mural for at least five years after installation.

Project Area
Murals funded through the North Temple Mural Program must be located within the Community Reinvestment Agency’s North Temple Project Area. This corridor serves as an important gateway into Salt Lake City, connecting neighborhoods, businesses, transit, and cultural destinations along North Temple.
Eligible mural sites include exterior walls on commercial and multi-family residential buildings that are clearly visible from the public realm. Priority is given to locations that contribute to the visual identity of the corridor, enhance walkability, and activate highly visible spaces along North Temple and nearby streets within the project area boundary.

Call for Walls

What to Expect as a Property Owner
Property owners and business owners within the North Temple Project Area may apply to host a mural on an eligible exterior wall through March 15. Selected wall locations will be part of a coordinated public art initiative designed to enhance the corridor’s visual identity.
Murals are installed on structurally sound, highly visible exterior walls that are suitable for long-term public artwork.
Artists are selected through the program’s selection process in coordination with the Salt Lake City Arts Council Public Art Program and the Community Reinvestment Agency, using the 2026–2028 Pre-Qualified Artist Pool. Property owners do not select the mural artist.
Once an artist is assigned, property owners will meet with the artist to discuss the building and its neighborhood context, as well as potential mural themes. Property owners will also have an opportunity to review the proposed mural design before installation as part of the design approval process.
Property Requirements

Property owners selected to host a mural will be asked to:

Provide a wall that is structurally sound and ready for mural installation

Coordinate reasonable site access for the artist during design and installation

Participate in a brief meeting with the artist to discuss site context and mural themes

Review and approve the mural design before installation

Sign a three-party agreement with the City and the artist
-
Help maintain the mural for at least five years after installation

To apply for the Call for Walls, applicants should be prepared to provide basic information about the property and the proposed mural location. This helps staff evaluate site visibility, feasibility, and readiness.

Artist Selection and Funding

The North Temple Mural Program provides funding to support the design and installation of murals on selected properties within the project area. Award amounts are based on the size of the mural and are intended to cover the full scope of creating and installing the artwork.
Murals are funded at approximately $20–$25 per square foot, with a maximum award of $25,000 per mural. The program anticipates funding approximately five murals, depending on wall size and final project costs.
After wall locations are selected through the Call for Walls process, artists will be chosen from the 2026–2028 Pre-Qualified Artist Pool through a selection process coordinated by Salt Lake City Arts and the CRA. Selected artists will be contacted directly to confirm participation and begin design development.
Funding may be used for expenses directly related to mural design and installation, including:

Artist design and labor

Surface preparation (cleaning, priming, minor prep work)

Paint, materials, and supplies
-
Equipment or lift rental
-
Anti-graffiti coating and protective finishes
-
Limited travel costs, if applicable

Required insurance related to installation
Artists are responsible for managing any subcontractor or third-party costs associated with installation.
Payment for commissioned murals is made in two installments:

50% after the agreement is executed and the final design is approved
-
50% after installation is complete and the mural passes final inspection
Final award amounts are determined based on mural size, site conditions, and project scope.
